There's a fantastic new Thai Restaurant (actually it’s Sinaporean with a Thai chef).  It’s called Temasek, located next to the China Telecom building (Shenyang Yi Dong Tong Xin) at the corner of 11th Wei Road and San Jing Jie  (about four blocks north for the Consulate district).   Address: #132 Shi Yi Wei Lu.

I highly recommend it.  The best thing in Shenyang since Metro opened.
